why would a plate girder be considered as part of a building frame?
Plate girders and their history are more related to bridges than buildings, however a plate girder is nothing more than a custom designed I section. The hot rolled W sections or I sections (W = wide flanged beams in the shape of an I) are manufactured at the steel mills but the depth required for your project may require a deeper section to resist the loads which it must resist. Therefore you can design a section which is not listed in the steel manual, keeping mind that plate girder design falls under the AISC code.
Plate girders may be used as part of a building frame. Typically they would be used as a transfer girder which would support other main girders and the building loads above the girder.
