Why is the International Space Station being built in space?
Why not just on earth? is it because it's too heavy (1 million pounds)?

Because to fly the fully built structure up would require vastly more complex engineering to go into the ferrying equipment as it would have to be absolutely massive to simply enclose the entire space station (that alone would be extortionately expensive) and it would also find very little use in other projects since typically space missions are to launch a single satellite or small probe - something the shuttle or existing package rockets are quite adequate for. Alternatively, the space station could be self powered in which case the structure itself would have to be many times more bulky to withstand self-launch and that would increase cost exorbitantly as well, not to mention the otherwise useless rocket engines that will not be used after launch which would probably be built into the structure.
Putting it up in pieces means that the shuttle can be used instead, simply for the price of multiple standard payload missions. There is also no risk of losing the entire space station due to one bungled launch and the chosen construction method means that the contributing teams can build their pieces locally, reducing the need to uproot people and equipment from their day to day work. It also provides a partially useful station sooner than a monolithic construction.
